IEC pays tribute to outgoing commissioners

THE Independent Electoral Commission (IEC) has undergone a remarkable transformation under the leadership of the outgoing Commissioners, the IEC Director of Elections, Mpaiphele Maqutu, has said. 

Advocate Maqutu highlighted key achievements recorded over the past five years, including winning a major court case, prioritising staff welfare, securing IEC premises and fleet, and cleaning up the voters’ roll for the first time in 20 years. 

Commissioners Mphasa Mokhochane (chairperson), Dr Karabo Mokobocho-Mohlakoana, and Tšoeu Petlane were appointed in December 2020 on a five-year term which ends next month. 

Adv Maqutu said during their tenure, the IEC moved from leasing vehicles and office space to owning its own fleet, headquarters and warehouse  an improvement that has resulted in significant long-term savings. He added that the Commission has also secured land for future institutional development. 

He said the IEC’s technology and operational systems were upgraded, while staff workspaces saw major improvements.  

Substantial progress was made in staff welfare, he added. 

“A looming strike was averted, Constituency Electoral Assistants received long-awaited salary upgrades, and key district positions were strengthened. New human resource policies and performance systems were also introduced,” Adv Maqutu said. 

“Over the past five years, the Independent Electoral Commission has undergone a remarkable transformation under the leadership of the outgoing Commissioners. The institution is now stronger, more independent, and better equipped to serve Basotho. 

“On the legal front, the Commissioners championed historic reforms, including Lesotho’s first Referendum Act, a strengthened Political Parties Bill, the upcoming IEC Act, and amendments that allow diaspora voting and the use of the National ID as the sole voting document.” 

He added that transparency and accountability had also improved. 

“For the first time, the IEC produced a fully documented Annual Report and completed two major election reports. The Commission also launched its Strategic Plan for 2024–2028, mapping out reforms and institutional growth.” 

Adv Maqutu expressed pride in the Commission’s achievements and extended his appreciation to the outgoing Commissioners for their leadership and service. 

“Under the outgoing Commissioners, the IEC has strengthened its independence, improved operations, advanced electoral law reforms, and enhanced staff welfare and public accountability. Their leadership has strengthened democracy and built a solid foundation for the future of elections in Lesotho. Thank you, Commissioners, for your leadership and dedicated service,” he said.
