RSL and FAFF sign MoU to strengthen compliance and drive economic growth

THE Lesotho Revenue Services (RSL), in partnership with the Federation of Agents of Foreign Firms (FAFF), has signed a Memorandum of Understanding (MoU) aimed at enhancing compliance, promoting transparency, and stimulating job creation.  

The agreement was sealed in Maseru this week. 

Speaking at the signing ceremony, RSL Commissioner-General, Advocate ’Mathabo Mokoko, said that the collaboration goes beyond a formal agreement. 

“This partnership is a commitment to building a fair, transparent, and accountable economic system that benefits every Mosotho. It signifies the beginning of a new era of integrity and professionalism. Through this partnership, we aim to create an enabling environment for local businesses while ensuring every cent is accounted for,” said Adv Mokoko. 

Under the MoU, FAFF will provide critical data and technical support to RSL, helping to detect non-compliance, improve regulation of economic activity, and enable faster responses to irregularities. 

The cooperation also includes support from several ministries, among them the Ministry of Trade and Industry, the Ministry of Labour and Employment, and the Ministry of Local Government, Chieftainship and Police. 

“Corruption and mediocrity do not serve this nation. By working together, we can build a system grounded in trust, sustainability, and self-reliance. We acknowledge FAFF for their commitment and leadership, and all who contributed to making this agreement possible.” 

Adv Mokoko further emphasised that the goal is to create sustainable systems that benefit the livelihoods of Basotho, ensuring resources for essential services such as education, healthcare, and support for vulnerable groups. 

The initiative is also expected to spur employment creation by enabling businesses that have already benefited from RSL–FAFF collaborations to expand and contribute to their communities.  

It will also strengthen cross-border trade compliance, regulate foreign businesses and agents operating in Lesotho, and ensure fair business practices. 

RSL has called for a cultural shift in the mindset of the youth and the wider community to build trust and resilience, saying the partnership is not only about compliance but also about fostering excellence in business. 

FAFF General Secretary, Advocate Lehloka Maphatsoe, explained that FAFF is a non-profit organisation registered under the Ministry of Trade. Its core mandate is to regulate and oversee its members, ensuring proper and ethical business conduct. 

Meanwhile, FAFF Public Relations Officer, Thabo Qhesi, underscored the federation’s mission to spread vital information to Basotho entrepreneurs. 

“I urge local entrepreneurs to take full advantage of reserved business opportunities under the Business Licensing and Registration Act of 2019 and its 2020 regulations. Article 34 specifically prioritises agents of foreign firms as a reserved business,” said Mr Qhesi.
